Is there a new DDT out there?

Domoic Acid is naturally occurring toxin produced by microscopic algae that has a spike in its toxins and it is killing many sea birds and animals because it gets into the blood stream and poisons them. Beaches are littered with dead birds, seals, dolphins, otters, and in Santa Barbara a 29 foot sperm whale washed ashore and it is getting worse. The brown pelican in California is the most effected many of these birds will die while flying because of the high levels of the poison. Why the spike in the algae? Is this going to be the new DDT? We need to do something otherwise the brown pelican in California my not be here for the next generation or other animals for that matter.
